What ONORC actually enables for a migrant family
One Nation One Ration Card is built on a simple insight. India's poorest households are also among its most mobile, with construction workers, brick kiln workers, security guards and domestic helpers moving across state lines for work but holding a ration card tied to a single Fair Price Shop in their home village. ONORC breaks that geographical lock and allows the household to draw its NFSA entitlement at any ePoS enabled FPS in India.
Crucially, ONORC also allows the family to split the entitlement. A worker in Mumbai can draw his own share at a Mumbai FPS while his family back in rural Bihar continues to draw their share at the village FPS, all in the same month. This split capability is what makes ONORC genuinely useful for migrant households rather than a notional inter state portability.
How a portable transaction actually works
At a destination ePoS shop the beneficiary presents the ration card number or Aadhaar number. The ePoS device queries the IMPDS portal which fetches the entitlement and remaining balance from the source state's database in real time. The beneficiary authenticates biometrically, the device prints a receipt and the foodgrain is issued. The source state's database is updated within minutes to prevent double drawal.
Where biometric authentication fails for elderly or manual labourers with worn fingerprints, the ePoS device falls back to OTP based authentication on the mobile number registered with the ration card. If both fail, the dealer can issue against the family member's iris scan in states where iris readers have been deployed.
What to do when portability fails
The most common reasons portable transactions fail are Aadhaar seeding gaps and stale source state data. Aadhaar seeding should be done at the source state's FPS or through the state's PDS portal before migration. The Mera Ration app helps a beneficiary check seeding status, remaining entitlement and nearby ePoS enabled FPS in any state.
If a portable transaction fails despite seeding, the beneficiary can file a complaint on the 14445 helpline or through the Mera Ration app. State governments are required to resolve portability complaints within a fixed turnaround, and unresolved complaints escalate to the Department of Food and Public Distribution at the Centre.

Frequently asked questions
Do I need a new ration card to use ONORC?
No. The existing NFSA ration card works for portability. The only requirement is that Aadhaar of family members is seeded with the card and the destination FPS is ePoS enabled.
Can I shift my ration card to the destination state?
That is a separate process called inter state transfer. ONORC does not require transfer. It lets you draw entitlements at the destination while keeping the card registered in the source state.
Is ONORC available at every FPS in India?
All states and union territories are on the IMPDS platform and the vast majority of FPS are ePoS enabled. A small number of FPS in remote areas may still be in transition.
